The Vermont Department of Liquor and Lottery (DLL) is a dual enterprise organization within state government created by Vermont Statutes, Title 7 for Liquor Control and Title 31 for the Lottery Commission. DLL is responsible for the distribution, licensing, education, compliance and enforcement of the sale of beverage alcohol and tobacco, and the creation, sale and redemption of lottery tickets. These two enterprise divisions contribute profits generated from their operations to two state funds; Liquor profits to the General Fund and Lottery profits to the Education Fund.
